Four ways to cross.
The Pioneer Programme allocates passage across four tiers. They are not a hierarchy of worth. They are four different mechanisms for getting the right people through the Gate.
Chosen — Purchased Passage
Open to anyone who can pay the full commercial rate and meets baseline eligibility. The fare is a household rate — covers the lead applicant, a partner, and up to three dependent children. 30% of any vessel's complement is Tier One. The surplus above Alpha Horizon's operating cost funds approximately eleven Tier Three humanitarian seats.

Contracted — Employment-Linked Passage
Hold a verified contract with a founding corporation or Assembly-approved employer in the Velanthra system. Your employer pays Alpha Horizon the contracted berth rate. The widest tier by volume — engineers, physicians, construction workers, educators, logistics, agriculture, skilled trades. If you can do something Velanthra needs, a contract is the most direct route through the Gate.

Social Compact — Assembly-Sponsored
Artisans, traders, artists, musicians, cultural workers — the people without whom no society is complete, but whose value the employment market hasn't yet priced correctly. Assembly-sponsored passages applied for directly through the Office of Settler Affairs. The Accord's answer to the fact that a workforce is not a civilisation.

Last Resort — Humanitarian Lottery
Open to anyone who cannot afford Tier One and lacks a qualifying contract. Free passage — fully funded by the humanitarian levy built into every Tier One fare. The Assembly's position is unambiguous: the programme's legitimacy cannot depend on wealth or employment alone. Every transit cycle carries Tier Three passengers alongside the rest. Always.

The crossing is permanent.
Transit through the Velanthra Gate is one-directional for biological matter. This is physics, not policy — documented by Dr Fang-Li in 2980, verified experimentally before the Founding Generation departed. Pioneer-class vessels return to Earth empty after every transit. Their passengers do not.
Every Pioneer who has ever crossed knew this before they boarded. The Assembly requires it to be stated clearly. We state it clearly.
